2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：本项目执行政府采购促进中小企业、监狱企业、福利企业发展的相关政策。

(c)本项目的特定资格要求：（3）供应商须具有中华人民共和国住房和城乡建设部颁发的施工总承包市政公用工程三级及其以上资质；
（4）项目负责人具有市政公用工程专业二级及以上建造师执业资格；
（5）本项目为预留份额的采购项目，预留份额措施为整体预留(专门面向中小企业)。
(c)Specific qualification requirements for this program: 3. Suppliers must have a third level or higher qualification for construction general contracting of municipal public works issued by the Ministry of Housing and Urban Rural Development of the People's Republic of China; 4. The project leader has a second level or higher qualification as a construction engineer in the field of municipal public works; 5. This project is a procurement project with reserved quota, and the reserved quota measure is overall reserved (specifically for small and medium-sized enterprises).
