二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策； 2）鼓励节能政策；3）鼓励环保政策； 4）扶持中小企业、促进残疾人就业政策， 监狱企业、残疾人福利性单位视同小型、微型企业。
(b)Qualification requirements to be met to implement government procurement policies: 1) Policy of mandatory procurement of energy-saving products; 2) Policy of encouraging energy conservation; 3) Policy of encouraging environmental protection; 4) Policy of supporting small and medium-sized enterprises and promoting employment for the disabled. Prison enterprises and welfare units for the disabled are regarded as small and micro enterprises.
(c)本项目的特定资格要求：4）、人员配备要求：包含园林项目负责人（园林专业中级职称）、安全员、质量员、材料员各1名、中级园林绿化工1人（班组负责人），必须为园林绿化施工单位人员。
说明：
1）上述人员配备要求系最低配备要求；对于施工技术复杂的项目，供应商可根据项目情况，在以上人员配备要求基础上适当增加技术管理人员、施工员等人数；
2）岗位不得同时兼任两个及以上项目,且无在建项目记录；
3）本竞争性磋商文件所涉及的园林专业是指：园林（园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园艺、城市规划、景观、植物（含植保、森保等）、环境艺术、风景旅游等专业；
5）、 业绩要求：无；
6）、 其他要求：无。
(c)Specific qualification requirements for this program: 4) Personnel allocation requirements: It includes one project manager for landscaping (with an intermediate professional title in landscaping), one safety officer, one quality control officer, one material officer, and one intermediate-level landscaping worker (team leader), all of whom must be personnel from landscaping construction units。
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
