(c)本项目的特定资格要求：（1）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；（2）具备建设部颁发的建筑工程施工总承包资质三级及其以上资质；（3）项目经理须具备建筑工程专业注册建造师二级及其以上资格；（4）本项目面向中、小、微型企业供应商采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》。        

(c)Specific qualification requirements for this program: (1) Not listed as a dishonest person subject to enforcement, a party involved in major tax violation cases, or recorded for serious illegal and dishonest acts in government procurement on “Credit China” (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn); (2) Possess Grade III or above general contracting qualifications for construction engineering issued by the Ministry of Housing and Urban-Rural Development; (3) The project manager must have a secondary or above registered constructor qualification in the field of construction engineering; (4) This project is open for procurement from small, medium, and micro enterprise suppliers. (Welfare units for the disabled and prison enterprises are regarded as small and micro enterprises.) If the bidder is a small or medium enterprise and meets the requirements specified in the “Administrative Measures on Promoting the Development of Small and Medium-sized Enterprises in Government Procurement” (Caiku [2020]
